THE Lahore police seem too helpless (read inefficient) to rein in the increasing number of incidents of vehicle theft in the city, creating a sense of insecurity among the citizens who witnessed 16 such incidents daily on average, during the first six months of the year.

Within six months- from January 1 to June 22 of this year -, as many as 2,930 vehicles have been reported stolen, whereas, as at least 2,263 vehicles were lifted in the corresponding months of the previous year. In other words, no fewer than 16 were deprived of their vehicles every day on average during the last six months.

The citizens blame weak anti-theft measures and police patrolling for the sharp increase in the incidents the crime. They say only the common man is the ultimate victim, in case of loss of life or property.

The increase in the crime is alarming, keeping in view the temporary solutions the Lahore police find to the problem. It is very rare that the owner of a car or bike gets traced his vehicle.

Interestingly, the alarming surge in the vehicle theft is not taking place in a remote area of the province, but in the heart of the city ñ the place where the Punjab chief minister is living ñ with the government officials sitting in their comfortable and drawing heft salaries in addition to the perks and privileges.

According to the data of the first six months of this year, collected from the office of SSP Investigation Lahore, the Model Town division police stood first in bike theft cases as 393 bikes as compared to 273 in the corresponding period last year were stolen from its limits during the last six months. The City division police secured second position as 373 bikes as compared with 305 in the corresponding period last year were lifted from its jurisdiction. The Civil Lines division and Cantt division police got the third ëpositioní as 319 incidents of bikes each, as compared to 252 in the corresponding period last year, were reported in their limits. Iqbal Town police remained on fourth as 285 bikes as compared to 272 in the corresponding period last year were stolen from its limits. Around 209 bikes as compared to 169 in the corresponding period last year were lifted from the jurisdiction of Sadar division police.

As far as car theft incidents are concerned, Model Town division police again stood first in the crime rate as 169 cars as compared to 140 in the corresponding period last year were stolen from its limits during the last six months. Iqbal Town police secured second position as 129 cars as compared to 110 in the corresponding period last year were lifted from its jurisdiction. Sadar division police got the third position as 124 incidents of car theft as compared to 111 in the corresponding period last year were reported there.

The City division police remained on fourth position as 104 cars as compared to 93 in the corresponding period last year were stolen from its limits. Similarly, 100 incidents of car theft as compared to 74 in the corresponding period last year and 77 as compared to 109 in the corresponding period last year were reported in the jurisdiction of Civil Lines division and Cantt division police, respectively.

Under the head of other vehicles’ theft, City division police was on the top as 87 vehicles as compared to 61 last year were lifted from its limits. Iqbal Town police remained on the secured number as 74 vehicles as compared to 39 last year were stolen from its jurisdiction. Similarly, around 57 vehicles as compared to 33 last year were lifted from Model Town division, 42 vehicles as compared to 23 last year from Sadar division, 35 as compared to 24 last year from Civil Lines and 34 vehicles as compared to 33 Last year were lifted from Cantt division police.

Ironically, the ëperformanceí of Lahore investigation wing is very deplorable. The Model Town Investigation police submitted challans of only 26 bike theft cases out of 393 before the courts during the period but 32 cases out of 273 cases were submitted to the courts in the same period last year.

Iqbal Town Investigation police could submit challans of only 43 bike theft cases out of 285 before the courts during the period and 21 cases out of 272 cases were submitted in the same period last year.

Sadar Investigation police could submit challans of only 20 bike theft cases out of 209 to the courts during the period and 25 cases out of 169 cases were submitted before the courts in the same period last year.

City Investigation police could submit challans of only 78 bike theft cases out of 373 to the courts during the current said period and 50 cases out of 305 cases were submitted to the courts in the same period last year.

Civil Lines Investigation police could submit challans of only 81 bike theft cases out of 319 to the courts during the current said period and 51 cases out of 257 cases were submitted to the courts in the same period last year.

Cantt Investigation police submitted challans of only 58 bike theft cases out of 319 to the courts during the current said period and 14 cases out of 137 cases were submitted to the courts in the same period last year.

Similarly, Model Townm Investigation police could submit challans of only 10 car theft cases out of 169 to the courts during the current said period and 18 cases out of 140 cases were submitted to the courts in the same period last year.

Iqbal Town Investigation police could submit challans of only 15 car theft cases out of 129 to the courts during the current said period as compared to seven out of 110 cases during the same period last year.

Sadar Investigation police could submit challans of only 17 car theft cases out of 124 to the courts during the period as compared to 17 cases out of 111 cases last year.

City Investigation police could submit challans of only 12 car theft cases out of 104 to the courts during the current said period and 9 cases out of 93 cases were submitted to the courts in the same period last year.

Civil Lines Investigation police could submit challans of only 11 car theft cases out of 100 to the courts during the current said period and 3 cases out of 74 cases were submitted to the courts in the same period last year.

Cantt Investigation police could submit challans of only 10 car theft cases out of 77 to the courts during the current said period and 8 cases out of 109 cases were submitted to the courts in the same period last year.

Under the head of other vehicles’ theft, Model Town Investigation police could submit challans of only 6 cases out of 57 to the courts during the current said period and 8 cases out of 33 cases were submitted to the courts in the same period last year.

Iqbal Town Investigation police could submit challans of only 8 cases out of 74 to the courts during the current said period and 7 cases out of 39 cases were submitted to the courts in the same period last year.

Sadar Investigation police could submit challans of only eight cases out of 42 to the courts during the first six months this year and three cases out of 23 cases were submitted to the courts in the same period last year.

City Investigation police could submit challans of only 15 cases out of 87 to the courts during the current said period and seven cases out of 61 cases were submitted to the courts in the same period last year.

Civil Lines Investigation police could submit challans of only eight cases out of 35 to the courts during the current said period and one case out of 24 cases were submitted to the courts in the same period last year.

Cantt Investigation police could submit challans of only nine cases out of 34 to the courts during the current said period and five cases out of 33 cases were submitted to the courts in the same period last year.

Though the police claim to have pulled their socks up and increased their beat patrolling, the citizens are not ready to accept the claims.

Many people are of the view that beat patrolling is intensified only when people complain to the officers and security is tightened when terrorists hit their target successfully. The constables are seen on the road just for two days. On the third day, they are back to their usual business of ëmaking moneyí, they say.

A senior police officer says that they have taken measures like night patrolling and installation of barricades where police officials keep strict vigilance.
